CEBA Applauds House Passage of a Bipartisan Geothermal Permitting Package

Washington, D.C. (June 2, 2026) — As policymakers work to meet surging electricity demand, the U.S. House today took decisive action to accelerate the deployment of a reliable, carbon emissions-free resource by passing the bipartisan Geothermal Energy Advancement Act, H.R. 5631. 

This package includes geothermal-specific permitting and lease sale reforms, which are complementary to the broader permitting and transmission reforms currently under consideration by Congress.

“There are few energy technologies that draw this level of bipartisan support, but geothermal energy is a reliable domestic resource with enormous potential to fuel our nation’s electricity needs,” said CEBA CEO Rich Powell. “Corporate clean energy buyers are increasingly looking to procure geothermal resources to supply their operations. Enacting policies that can help transform this regional power source into a national energy security asset is paramount to future economic growth.”

Geothermal power plants have a high capacity factor, providing a steady output of baseload electricity to power large energy customers, and can be dispatched when needed throughout the day. While the U.S. has significant geothermal potential, particularly in the West, the relatively nascent sector currently faces barriers that the House’s geothermal package aims to help address.

“This proposal is just smart policymaking,” said Rich England, CEBA’s Senior Director of Government Affairs. “We thank House leadership, House Natural Resources Committee Chair Bruce Westerman, and ranking member Jared Huffman, as well as the bill’s sponsors Reps. Jeff Hurd and Susie Lee for their support of this critical electricity source. Now it’s time for the Senate to advance this commonsense policy solution, providing needed regulatory certainty to ensure a thriving American geothermal industry.”

CEBA members are investing in geothermal projects, with recent deals including:

  • Meta in New Mexico: In March 2026, geothermal developer XGS Energy and energy technology company Baker Hughes announced a collaboration on a 150-MW project in New Mexico to support Meta’s data centers. 
  • Google in Nevada: In February 2026, geothermal developer Ormat Technologies entered into a long-term power purchase agreement with the utility NV Energy to support Google’s operations with 150 megawatts (MW) of new geothermal capacity. 
  • Shell in Utah: In April 2025, geothermal developer Fervo Energy announced the execution of a 15-year power purchase agreement with Shell Energy for 31 MW of power from a Utah-based geothermal plant to serve Shell’s retail customers, beginning in 2026.
