WASHINGTON, D.C. — The Texas Energy Buyers Alliance (TEBA) is pleased to announce Dawn James as its inaugural executive director, bringing an experienced Texas energy and business leader to the helm as the alliance expands its work on behalf of large energy customers across the state.
“This is a critical moment for Texas. We face unprecedented electricity demand growth, but the opportunities that come with that growth are even greater,” James said. “By advancing smart, durable energy policies, we can meet these challenges and cement the state’s economic and energy leadership for another century.”
James brings more than 25 years of experience spanning energy, technology, business strategy, and infrastructure to TEBA, the Texas chapter of the Corporate Energy Buyers Association (CEBA). Most recently, she led the executive consulting firm Sustainability Leadership & Training LLC, advising energy organizations on growth strategy, market development, and business transformation. She previously held executive roles at Microsoft and Deloitte, where she worked with Fortune 100 companies, utilities, and major corporate energy users on complex energy and technology challenges. Her career also includes energy industry experience, grounded in an early technical foundation in geoscience and engineering, with Halliburton and Schlumberger in Houston.
“Texas’ economy is booming, and it’s imperative that the power grid keeps up,” CEBA Senior Vice President for Policy Nidhi Thakar said. “Dawn will be a vital leader for TEBA — and a tremendous asset for Texas energy consumers — as she helps shape the issues that will dramatically influence the state’s economic future.”
As executive director, James will lead TEBA’s strategy, policy engagement, and growth in Texas, representing major energy customers before the Texas Legislature, Public Utility Commission of Texas, and the Electric Reliability Council of Texas.
Over the past five years, TEBA has become an active voice on a wide range of legislative and regulatory issues driving energy development in Texas. TEBA advocates for competitive energy policies that strengthen grid reliability and affordability, expand critical infrastructure, support innovation, and enable continued economic growth across Texas.
