Georgia Regulators Approve Innovative, CEBA-Backed Clean Energy Program to Support Demand Growth

As electricity demand surges around the country, Georgia’s leadership on this first-of-a-kind program offers a model other states can follow.

Washington, D.C. (April 7, 2026) — The Georgia Public Service Commission voted today to ensure Georgia’s power grid can meet growing economic demand with affordable, reliable, clean energy.

In a unanimous vote, the commission approved the Customer Identified Resource (CIR) Program, following years of advocacy and stakeholder engagement by CEBA and other allied organizations. For the first time, the CIR Program will allow major energy customers to bring clean generation resources onto the system, helping support their electricity needs while benefiting all ratepayers.

“As national and state leaders seek to meet increasing economic demand while alleviating price pressure on ratepayers, Georgia’s program offers a smart solution that can serve as a model for other parts of the country,” said Nidhi Thakar, CEBA’s Senior Vice President for Policy. “We see this fantastic opportunity for utility partnership to better devise programs where our members want to be part of the solution for meeting surging demand — and they will do so by bringing clean resources to the system while supporting critical infrastructure investments needed in our grid. We see this program as the first of many that can scale nationally to bring new energy resources to the system more quickly.”

CEBA has worked on the CIR since 2023, advocating for the program concept from the outset and, together with its member companies, working closely with Georgia Power on the program’s design. Throughout the CIR’s development, CEBA testified to the benefits of enabling large energy customers to bring their own clean energy resources onto the grid, highlighting how such an approach supports customer needs while advancing system and policy objectives.

With the commission’s approval, Georgia Power’s new program will open the door for Georgia businesses to bring innovative projects to the state, beginning this summer.
