Washington, D.C. (July 6, 2026) — CEBA today announced two executive promotions. Priya Barua has been promoted to vice president of utility partnerships and innovation and Richard England to vice president of government affairs.
“As CEBA continues to expand its policy and advocacy efforts to advance low-cost, reliable, carbon emissions-free global energy systems, I am proud to have these two innovative leaders join our executive leadership team,” said CEBA CEO Rich Powell. “Both Priya and Rich have made invaluable contributions to the organization — driving meaningful policy reform in the states and scaling up our impact on Capitol Hill.”
Barua joined the organization in 2019 to focus on market innovation and utility engagement, serving most recently as the senior director of utility partnerships and innovation. In her new role, Barua will lead CEBA’s utility engagement and energy market expansion work, both domestically and globally.
“Large energy buyers are bringing clean energy solutions to help meet surging load growth across the country,” said Priya Barua. “In my new role, I look forward to accelerating the development of tariffs and other innovative programs that unlock clean energy procurement at scale, while supporting low-cost, reliable electricity systems.”
Prior to joining CEBA, Barua spent nearly eight years at the World Resources Institute. There she helped establish the organization’s green tariff work and fostered collaborations between utilities and large energy buyers to develop innovative utility business models supporting a transition to clean energy resources. She previously worked at The World Bank and ICF International as well.
England joined CEBA in 2025 to help develop the organization’s government affairs function as the senior director. In his new position, he will lead and continue building the team to expand the organization’s influence on Capitol Hill.
“CEBA’s government affairs team has worked hard to advance meaningful policy reforms over the last year, particularly through our engagement in permitting reform negotiations, fiscal year 2027 appropriations, and on clean firm priorities,” said Rich England. “CEBA is central to some of the most important energy conversations in Washington, and we look forward to expanding that work on behalf of our members.”
England previously led U.S. government affairs within an energy development subsidiary of the global infrastructure bank Macquarie Asset Management. He also served as vice president of government affairs at the National Ocean Industries Association, shaping oil, gas, and renewable energy policy. Earlier in his career, England spent nearly seven years on the Hill, rising to deputy chief of staff for a senior member of the House Energy and Commerce Committee.
