Director, Transmission Policy

John’s Bio

As CEBA’s director of transmission policy, John Miller leads the organization’s work in U.S. organized markets to advance access to low-cost, reliable, carbon emissions-free energy through innovative transmission and interconnection policies. John brings 15+ years of experience working on electricity policy and regulation.

Before joining CEBA, he led advocacy on transmission and markets at Clearway, a leading clean energy independent power producer. Prior to that, he served on staff and as a chairman’s advisor at the Federal Energy Regulatory Commission. He has also consulted for governments and utilities overseas and worked in regulatory affairs at the electric utility Pepco Holdings.

John holds bachelor’s degrees in economics and environmental policy from Indiana University and a Master of Public Policy from the University of Oxford. He and his family live in Washington, D.C.
