Kyle Davis is CEBA’s senior director of policy research and strategic insights. With nearly 40 years of experience in energy, environmental policy, and government affairs, he leads strategic research on carbon emissions-free energy procurement and advocates for policies that strengthen energy markets. He previously served as CEBA’s senior director of federal affairs.
Before joining CEBA in 2024, Kyle was the head of federal policy and eastern region (U.S. and Canada) for Enel North America. Earlier in his career, he spent 13 years with Berkshire Hathaway Energy, serving as director of congressional relations. He previously held environmental policy leadership roles at PacifiCorp and MidAmerican Energy as well. Kyle’s experience also includes leadership positions at Edison Mission Energy, Edison International, and Southern California Edison. He began his career in 1990 with the South Coast Air Quality Management District’s Technology Advancement Office.
Kyle and his wife, Amanda, live in Virginia.
